Local Area Development Plan (LADP)
The Local Area Development Plan (LADP) is a 15.5 Million US Dollars benefit-sharing program designed to enhance regional economic and social development in Rusumo area Rwanda, Burundi and Tanzania as an extended program related to the construction of Rusumo Project. Each country received an amount of USD 5 Million for their respective projects. LADP is improving community livelihoods and promoting socially sustainable outcomes of the riparian citizens of the Project affected districts.
The formulation of the LADP projects was a participatory process whereby each district identified LADP priority investment areas. The management of LADP is executed by respective Districts of Ngara (Tanzania), Kirehe and Ngoma (Rwanda) and Busoni and Giteranyi and Busoni Communes (Burundi) under the supervision of the Rusumo Project Implementation Unit (PIU). Implementation of LADPs is guided by the World Bank Safeguards Policies.
Burundi
Giteranyi Commune in Muyinga Province extended water supply systems for surrounding communities, rehabilitated and constructed Bugoma Health Center, Ruzo Youth Training Center, Giteranyi Commune Headquarter Offices and worked on Ruzo soil protection along Akagera River.
Busoni Commune in Kirundo Province constructed Murore Youth training Center and Rugando Health Center.
Rwanda
Kirehe District in Rwanda rehabilitated the 30 km of feeder road in Kigarama and Musaza (Cyagasenyi-Gasarabwayi-Nganda Road) and constructed Kigina Health Center.
Ngoma District constructed 28,7 km of mixed water pipeline supplying 10,500 populations of Gatonde-Gahima cells, and 33km of Gituku-Murama water supply system. Ngoma District rehabilitated 9,54km of Kigabiro-Rurenge-Gatore Feeder Road.

Through LADP projects, RPCL is improving livelihood of Rusumo communities in providing them with access to potable water and hygiene, a healthy environment, an empowered youth and educated generation.
