A Step Towards Collaborative Excellence in Cross-Border Energy Projects

In a remarkable display of regional cooperation and shared learning, Ruzizi III Energy Ltd (REL) conducted a significant work visit to the Regional Rusumo Falls Hydroelectric Project (RRFHP) owned by Rusumo Power Company Ltd (RPCL) on 28th March 2024. This visit marks a milestone in the ongoing efforts to foster collaboration between two of the most ambitious cross-border energy projects in the region.
Understanding Cross-Border Challenges
The RRFHP, a joint initiative by Burundi, Rwanda, and Tanzania, has been a beacon of cross-border cooperation. Located on the Kagera River, the project has faced and overcome numerous challenges during its construction and operation phases.
These challenges include logistical complexities, regulatory harmonization, and the timely development of major energy related infrastructure across national boundaries.
Similarly, the Ruzizi III project, encompassing Rwanda, Burundi, and DR Congo, is set to benefit from the shared experiences of the RRFHP. The visit by REL aimed to understand the intricacies of managing a project that spans multiple jurisdictions and to learn from the Rusumo project’s strategies in overcoming such hurdles.
Key Learnings from RRFHP
During the visit, the REL delegation, comprising Project Director Mr. Mohsin Tahir, Head of Legal and Regulatory Affairs Doreen Karake and Sandra Furaha, Stakeholders Engagement Coordinator, Guylaine Ntunaguza, and Health and Safety Manager Chancelier Renelde Mbelolo, engaged in in-depth discussions with their RRFHP counterparts. They explored the technical and operational aspects of the 80MW Rusumo hydropower plant, focusing on the successful integration of cross-border elements that have been critical to the project’s success.
One of the key takeaways was the importance of establishing a robust framework for cross-border regulatory compliance.
The RRFHP has set a precedent in creating a harmonized legal environment that facilitates smooth project execution. Additionally, the visit highlighted the significance of community engagement and the proactive management of environmental impacts, which are essential components of sustainable project development.

The insights gained from the RRFHP will be invaluable as REL progresses with the Ruzizi III project. With a planned installed capacity of 206MW that promises to meet the power demands of the region for the next decade, Ruzizi III is poised to play a pivotal role in the regional energy landscape.
