INTRODUCTION
LADP is a benefit-sharing program designed to enhance regional economic and social development in the project area in the communes of Giteranyi (Muyinga Province) and Busoni (Kirundo Province) in Burundi, Kirehe and Ngoma Districts in Rwanda, and Ngara District in Tanzania.
The RPCL Board Directors and Project Steering Committee (PSC) members, NELSAP- PIU, and RPCL staff visited LADP Projects. In the both countries the projects visit were started by meeting with the mayors (Kirehe and Ngoma) in Rwanda, courtesy visit to Governor and Administrator offices (Kirundo-Busoni and Muyinga-Giteranyi) in Burundi, and meeting with the representative of DC (Ngara) in Tanzania. In all countries, those authorities expressed their appreciation for the action of LADP in their area, challenges faced. There are even those who request the LADP phase 3 if possible.
I. THE OBJECTIVE OF THE MISSION/VISIT:
- Meet the administration authorities and hear from them the impact of LADP in the community.
- Visit LADP Projects (Rwanda, Burundi, and Tanzania)
- Discussion on the implementation of LADP Phase II
- Visit the houses affected by blasting.
II. LADP Rwanda
- In Kirehe Distrct the team visited the construction works of development of Kirehe complex youth center
- in Ngoma District they visited the Cyasemakamba YEGO center fence construction, Kazo health center and then Gafunzo market.
III. LADP Burundi.
- In Kirundo, Busoni commune, the RPCL Board Directors and Project Steering Committee (PSC) members visited the Busoni headquarter office, Runyinya fundamental school,Gacamihigo water project and Rurende health center.
- In Muyinga, Giteranyi commune the team visited Ruzo court of justice, Kagugo fundamental school, and Mugano water project transmission line.
IV. LADP Tanzania.
In Tanzania the visit has focused on Ngara hight school, Ngara headquarter office, Gahaza market, construction works of Rusumo health center fence, and some house affected by blasting.
Conclusion:
The RPCL Board Directors and Project Steering Committee (PSC) members appreciated the successful completion of the construction, the rehabilitation works, and equipment without delay of those structures. However, they emphasized the need for strong coordination and collaboration to ensure timely project completion. While some delays were acknowledged, all projects must be completed by June 2025.
